One basic theme ties the book of Joel, Micah, and Zephaniah together--the urgent need for revival and reformation in a time of spiritual and political crisis. Ancient Israel failed to fulfill its God-given role by responding to the messages of the prophets. Because they failed, the prophets' predictions of judgment and deliverance that could have taken place is Israel had met the conditions will find their final fulfillment in end-time events. Why did the prophets so universally focus on God's judgments? It was not to scare, but to prepare. God wanted Israel to know what their rebellion caused Him to do in order to save them.
